National Security Parliamentary Committee Chairman Raza Rabbani said that the 18th Amendment had been the biggest structural transformation of the government so far and would go a long way in ensuring good governance in the country
Addressing the inaugural session of the second three-day meeting of the chiefs of public and service commissions of SAARC member-countries in Islamabad on Tuesday, Raza urged the need for exchange of experience among SAARC member-states He said that all SAARC member-states had a colonial past due to which their civil services had only focused on law and order‚ governance and administration.
However‚ he said there was a need to change this mindset and promote the spirit of public service among civil servants.
Raza said that civil servants were part and parcel of policy-making and they controlled the country’s resources, therefore‚ they needed to be well equipped with skills to face emerging challenges.
He urged civil servants to promote decentralism and federalism‚ which were essential for decision making at the local level.
He said that the 18th Amendment had been the biggest transformation of governmental structure in the history of Pakistan‚ and would go long way in ensuring good governance in the country.
Public Service Commission Chairman Rana Bhagwandas highlighted the role of Public Service Commissions in the recruitment and selection of civil servants to ensure good governance.
He urged the need to share of experience among SAARC member-states in this connection and proposed an exchange of frequent visits among regional countries and the establishment of a collective training organization for civil servants.
